Virginia Car Property Tax: Cut Your Bill 36%

Your county put a number on your car without ever seeing it, and that number is almost always too high. A single high-mileage appeal dropped one Fairfax County bill from $694 to $443 — a 36% cut — backed by nothing fancier than an oil-change receipt. If you drive a lot, own an older car, or have never looked closely at your assessment, your Virginia car property tax bill is probably inflated right now.

Why Your Car Tax Bill Is Probably Too High

Virginia localities assess vehicles using a standard pricing guide — typically the J.D. Power (NADA) clean trade-in value — as of January 1 each year. That word clean is doing a lot of work: the county assumes your car is in average-to-good condition with average mileage.

Nobody looked at your car. Nobody knows you have 160,000 miles on it, a cracked bumper, or a transmission that slips. The assessment is an automated guess, and the default guess runs high.

That’s where most drivers leave money on the table. You can challenge the value, and if your car has above-average mileage or real damage, the county must lower it once you document it. Everything below covers the available levers, biggest first.

How Virginia’s Car Tax Is Calculated

The formula is straightforward:

(Assessed value ÷ 100) × tax rate × (1 − PPTRA relief %) = your bill

Two things drive your bill: your locality’s tax rate per $100 of value and the Personal Property Tax Relief Act (PPTRA) discount, which the Commonwealth funds on the first $20,000 of value for qualifying personal-use vehicles.

Here’s a worked example for a $25,000 car in Fairfax County (rate $4.57/$100, roughly 47.5% PPTRA relief on the first $20,000 in a recent year):

  • First $20,000 of value: ($20,000 ÷ 100) × $4.57 = $914, minus ~47.5% relief = ~$479.85
  • Remaining $5,000 (no relief): ($5,000 ÷ 100) × $4.57 = $228.50
  • Total ≈ $708 (figures shift yearly as the relief rate is set each budget cycle — one recent sample bill landed at $694.64)

PPTRA relief only applies to the first $20,000, and only to qualifying personal vehicles. Business-use vehicles and any value above $20,000 are taxed at the full rate. See Virginia’s Personal Property Tax Relief Act overview for how the relief percentage is calculated each year.

Locality-by-Locality Rate & Relief Table

The same car can cost wildly different amounts depending on where it’s garaged on January 1. Rates and relief percentages are set annually, so confirm the current year on your locality’s site before relying on any figure here.

Locality Rate / $100 PPTRA relief Est. bill, $25K car Due date
Fairfax County $4.57 ~47.5% ~$694 Oct 5
Loudoun County $4.15 ~50% ~$600 Oct 5
Arlington County $5.00 ~27% ~$885 Oct 5
Virginia Beach $4.00 ~48% ~$595 Jun 5
Richmond City $3.70 ~29% ~$630 Jun 5
Chesapeake $4.08 ~44% ~$620 Jun 5
Henrico County $3.50 ~29% ~$600 Jun 5
Alexandria City $5.33 ~30% ~$940 Oct 5

Checked: June 2026, from each locality’s own tax/finance site. Rates and relief percentages are reset every budget year — verify yours before filing.

The relief percentage matters as much as the rate. A low rate paired with low relief can cost more than a high rate with generous relief. On the same car, Alexandria runs roughly $345 a year more than Virginia Beach.

File a High-Mileage or Damage Appeal

This is the biggest lever for most drivers. When your car’s mileage exceeds the pricing guide’s “average” for its model year, the county reassesses it at a lower value and your bill falls accordingly.

  1. Find your assessment. It’s on your tax bill or your locality’s online tax portal.
  2. Check the mileage threshold. Most counties publish a high-mileage chart keyed to model year — the further your odometer is above the listed average, the larger the reduction.
  3. Gather proof of mileage as close to January 1 as possible. An oil-change or service receipt dated near year-end that lists the odometer reading is the gold standard. A state inspection report works too.
  4. Document damage separately with photos and a repair estimate if the car has real condition problems.
  5. File before your locality’s deadline — commonly a set window after bills are issued, often early in the tax year.

Where to file:

  • Fairfax: vehicle assessment appeal page
  • Loudoun: search “Loudoun County high mileage adjustment” on loudoun.gov
  • Virginia Beach: search “Virginia Beach high mileage discount” on virginiabeach.gov

⚠️ The fact almost no county page explains clearly: you must still pay the bill on time while you appeal. Penalties and interest accrue on late payments regardless of any pending appeal. Win the appeal and the overpayment comes back as a refund. Pay first, collect later — skipping the payment while you wait is a costly mistake.

To avoid scrambling next year, photograph your odometer on December 31 or log it with a tracking app like MileIQ so you always have a reading close to January 1 on hand.

Exemptions That Zero Out Your Bill

Some drivers owe nothing at all — and many never claim it.

  • Active-duty military (SCRA). Under the Servicemembers Civil Relief Act, active-duty members stationed in Virginia whose legal residence is another state generally owe no Virginia car tax. File a military exemption affidavit with your locality. See the SCRA basics from the DoD.
  • Military spouses (MSRRA). Spouses who share the servicemember’s out-of-state domicile can qualify too.
  • 100% service-connected disabled veterans. Virginia allows a full exemption on one vehicle owned and used by a qualifying disabled veteran.
  • Low-value vehicles. Many localities don’t bill vehicles assessed under a small threshold — often around $1,000 or less in net tax.
  • Students. College students whose legal residence is in another state and who are only temporarily in Virginia may not owe tax here — check your locality’s situs rules.

None of these apply automatically. You have to file exemption paperwork with the Commissioner of the Revenue or tax office in your locality.

Two More Levers: Situs Rules and the $20K PPTRA Sweet Spot

Situs (where the car is “garaged”). Your tax locality is wherever the vehicle is normally parked on January 1 — not necessarily where it’s registered. If you moved from Alexandria to Virginia Beach, the lower-rate locality applies the year after the January 1 your situs changed. Moves don’t reduce the current year’s bill retroactively; they take effect on the next assessment date. Notify both the old and new localities when you move to avoid being billed by both.

The $20,000 PPTRA sweet spot. Because relief only covers the first $20,000 of value, every dollar above that gets taxed at the full rate with no discount. On a car assessed just over $20,000 in a 47.5%-relief county, the value above the cap is effectively taxed nearly twice as hard as the value below it. If you’re choosing between two cars near that threshold, keeping the assessed value under $20,000 can meaningfully reduce the annual carrying cost — worth factoring in at purchase, not just at the sticker. If you’re mapping out total ownership cost, it pairs with lowering your car insurance.

FAQ

Do I have to pay my car tax before appealing?

Yes. Pay by the due date to avoid penalties and interest. If your appeal succeeds, the county refunds the overpayment afterward.

I sold my car mid-year — do I owe the full bill?

Most Virginia localities prorate vehicle tax by the months you owned and garaged the car in that locality. Report the sale to your tax office; you may be due a refund or reduced bill.

What documents do I need for a high-mileage appeal?

Proof of the odometer reading near January 1 — a dated oil-change or service receipt, a state inspection report, or a repair invoice listing mileage. For damage claims, add photos and a repair estimate.

Does moving to a cheaper county reduce my bill immediately?

No. Situs is set as of January 1. A move takes effect for the following tax year, not the current one. Notify both localities to avoid double billing.

Is there a deadline to file an appeal?

Yes, and it varies by locality — often a fixed window after bills are mailed. Check your locality’s page and file early; late appeals may be rejected.

Who qualifies to pay nothing at all?

Active-duty military domiciled out of state, qualifying military spouses, 100% disabled veterans (on one vehicle), and in many cases very low-value vehicles. You must file the exemption form.

Check your assessment, pull one dated mileage receipt, and file — a single appeal can cut a four-figure bill by a third.
